长三角一体化背景下,“金融+科技”政策研究及产业培育路径分析

以长三角一体化发展为契机,区域内各个城市均在积极推进区域金融中心城市建设,着力打造金融聚集区、金融商务区试点,提升金融资源的集聚能力,完善金融服务功能和创新能力,形成特色鲜明、功能互补的金融产业集群。2019年8月,中共合肥市委、合肥市人民政府正式印发了《合肥市推动长三角地区更高质量一体化发展重点工作推进方案》,其中明文提到要"加快金融一体化",依托滨湖金融小镇等一批金融产业项目,积极引进长三角银行、保险、基金、期货、证券公司等金融机构在合肥设立区域分中心,为基础设施建设、科技创新升级、实体经济发展提供支持。立足合肥的科创及人才优势,安徽省级特色小镇--合肥滨湖金融小镇从设立之初,就确立了"金融+科技"的特色产业定位,本文通过案例分析及共词分析研究,梳理出滨湖金融小镇应重点推进"确立人才优先的产业集聚核心逻辑""实现科创中心与金融中心良性互动""释放金融基础设施项目,助推金融科技落地""监管科技与金融科技齐头并进""构建产业生态圈与金融品牌"等五大特色产业培育路径。     

技术生命周期视域下领域介入方向与时机研究——以图像处理技术领域为例

从专利文献数据出发，以Logistic曲线模型为研究方法，实证分析图像处理领域的整体技术发展及分支技术生命周期进程。研究发现，图像分割、图像识别技术方向及生物识别应用领域处于成长期，图像增强、图像去噪、图像重建、图像融合技术方向处于技术成熟期，而图像复原、图像编码技术及通信、医疗、交通、工业及遥感应用领域已经进入技术饱和期。结合图像处理领域分支技术方向及技术生命周期进展，可为相关创新主体介入领域的方向及时机提供参考信息。     

Examination of Multiple Criteria in Health Technology Assessment for Application to Instrumental Analysis

Abstract:

The instrumental-ceremonial dichotomy is the analytical concern emphasized in instrumental analysis by original institutional economists for making welfare decisions. Paul Dale Bush and Wolfram Elsner explained that warranted criteria are required in order to conduct instrumental analysis. The concern for criteria led to an examination of multiple criteria decision analysis in health technology assessment in order to improve instrumental analysis. Health technology assessment (HTA) is one of the most active and extensive areas of analysis for policy making because medical technology changes very rapidly, expenditures on it are high and growing, it can harm as well as help, and there is intense personal concern by citizens who want wellness. Although HTA, especially with regard to the analysis of multiple criteria, has made considerable progress, its appraisal has been a disappointment. Thus, the purpose of this paper is to critique aspects of multiple criteria HTA in order to further develop instrumental analysis.     

Managing Technological,Sociopolitical, and Institutional Change in the New Normal

A New Normal environment for business has emerged in the years after the 2008 financial crisis based on numerous changes in the world's economic, technological, demographic, and sociopolitical factors. This combination of changes has created a New Normal environment for firms with major implications for managers, strategists, and entrepreneurs alike. It has resulted in an environment with new challenges and opportunities that are considerably different from what firms had to contend with in the years previous. In this paper, we present the main changes that characterize the current New Normal business environment and highlight some key implications for strategy and management. Then, we present the nine articles in this special issue dealing with different dimensions of this new environment for firms. Subsequently, we outline some future research questions that could help to advance our knowledge of the New Normal environment and its implications for firms and management theories. In examining the New Normal, it is important to be reminded that the world is indeed round and even small actions on one side of the globe can have a major impact on organizations on the other side of the globe.

Sustaining brand loyalty: The moderating role of green consumption values

Environmental issues are massively emerging in the current agendas of governments, businesses and consumers all over the globe. Consumers increasingly adopt a more energetic role in the environmental discussion and employ product consumption to manifest their contribution to the debate. Equally, a growing number of businesses try to affect positive social change, whereas others strategically approach green opportunities; at the same time, they persistently intensify their branding offerings to sustain loyalty. This article brings into discussion green consumption values as the authors aim to shed light into the way the latter moderate the effect of brand related factors, namely, brand experiences and brand personality, on brand loyalty. Based on data received from 413 participants and using the wearable technologies industry as the focal context, the study underscores the significance of green consumption values. Findings are discussed, and implications for managers are provided.     

Balancing risk with virtual private networking during a pandemic

When the pandemic struck and teaching went online worldwide, universities had to make pressing decisions that balanced cybersecurity against other factors, including health and safety, usability, and cost. One such challenge Indiana University (IU) faced was how to accommodate the secure telecommunications needs of 130,000 faculty, staff, and students who would now be teaching, learning, doing research, and working from home. Some universities reflexively promoted virtual private network (VPN) use for all activities. Such an approach would have been unsustainable at IU, however, owing both to the licenses and resources needed for the sheer number of users and to the high-throughput applications on which they rely. Perhaps even worse, it would have increased the chances that the VPN would be unavailable during a critical incident or other situation in which secure communications must be guaranteed. Instead, IU launched an awareness campaign demonstrating exactly when VPN use is and isn’t needed. In addition, network staff employed a VPN feature called split tunneling to reduce the load. This article discusses the advantages and disadvantages of this approach and how IU made the decision to balance both sides of the risk equation to ensure the continued advancement of its mission throughout the pandemic.

山岭隧道洞口浅层滑坡处治关键技术研究

受地形地质条件、工程经济以及勘察深度等因素的制约,山岭重丘区隧道不可避免地会受到各种不良地质灾害的影响.为解决隧道穿越洞口浅埋段滑坡体的施工安全问题,以乐业至百色高速公路永乐隧道工程为研究背景,针对其地形地质条件及滑坡体情况,结合洞内变形与滑坡体变形相互作用机理,对隧道穿越洞口浅埋段滑坡体施工关键技术进行研究,并针对性地提出"洞外加固处治+洞内严格控制沉降"的综合处治方案.实践结果表明,本隧道工程穿越洞口浅层滑坡体的施工过程安全顺利,采取的施工控制措施方案实施效果良好.
